can you run a closed circuit with a small solar panel and a small motor?

Ok this is for my puppies dog house it gets really hot in the summer time and i want to buy a small solar panel and connect it to a small computer fan. i want to use it to suck the hot summer air out of the dog house. the solar panels i want range from 1 to 5 watts not very big. but it says it can charge a 12 volt car battery with no problem. But the computer fans are 12 volts not very big either i’m so confused have no clue on what to do i don’t want to burn up the tiny motor. this electric stuff is so confusing please help its crazy. but can i run a closed circuit with out burning up a motor or destroying the solar panel

I have a panel about the size of a computer screen that charges my car battery while the radio is playing (plugs into the cig lighter). I’ve torn an old computer apart and it ran one of those fans fine, wires from the panel right to the fan. I’d suggest an easier way though- cut a small hole in top of the house, maybe the size of a 2″ pvc pipe. Stick a pipe down it and put some type of small roof over the top of the pipe so no rain comes down it. The hot air will go up the pipe and draw cooler air in through the door.
