how do i build a solar powered electric space heater?

You are talking about two different things if you want an electric heater. You need to generate solar power (electricity) with photo voltaic panels. After that any standard electric heater will work.

The better solution is to use the solar to directly heat a transfer liquid (usually water) then run it through an indoor coil with a fan. The liquid does not usually get hot enough to use in a radiator type system. There are hundreds of designs already out and available for this type of system.
